In 1920, Boyd Smith suggested that the story behind the song lyrics was based on Edward I who was travelling to Gloucester. He was from England. He went to Gloucester and fell off his horse into a puddle. Thereafter, he refused to return to the city because of that humiliation. A verse of similar lyrics is published in Gammer Gurton’s Garland (1810).

Old Dr. Foster went to Gloster,

Here, the word Gloucester is spelled as “Gloster”, however the pronunciation is more inclined towards the word Gloster. As per spellings in The Real Mother Goose, it is like “Glo’ster”
